The Light City Urban Area project is recording positive momentum as legal procedures continue to be unblocked, technical infrastructure reaches completion step-by-step, and internal amenities are progressively expanded. These results highlight the proactive efforts of Ba Ria – Vung Tau House Development Joint Stock Company (HODECO) in accelerating project implementation, paving the way for the Phase 3 sales launch planned for 2026.
Legal Bottlenecks Resolved Step-by-Step, Building a Foundation for Execution
On August 24, 2026, the Ho Chi Minh City People’s Committee issued an official dispatch granting HODECO a one-time deadline extension to complete land transfer, capital contribution, and agricultural land lease agreements for the Hai Dang Housing Area – The Light City Project through September 12, 2028. Upon expiration of this extension, the State will proceed with land acquisition procedures for the Company to execute the project pursuant to the Land Law.
On October 15, 2026, the Ho Chi Minh City People’s Committee issued Decision No. 6818/QĐ-UBND, permitting the land-use conversion of 4,097.30 m² to implement the Hai Dang Housing Area – The Light City Project. Previously, the project received confirmation for a Phase 1 land-use fee deduction exceeding VND 149.3 billion.
These milestones mark significant progress in finalizing the project’s legal profile and financial obligations. On this basis, HODECO continues to liaise with competent authorities to complete related administrative steps, aiming to satisfy all necessary conditions to execute its commercial plans in the near term.
These achievements were made possible through the close attention and direction of the Ho Chi Minh City People’s Committee, the Municipal Inspectorate, and the Department of Agriculture and Environment, along with the coordination of municipal departments, sectors, the Phuoc Thang Ward People’s Committee, and related agencies.

Perspective rendering of The Light City Urban Area Project
Technical Infrastructure and Internal Amenities Continuously Enhanced
Parallel to legal proceedings, HODECO continues to invest in infrastructure development and community amenities. Across Phase 1 (spanning over 27 hectares), primary technical infrastructure is substantially complete, while the construction of townhouses and villas remains actively underway.
Notably, on October 17, 2026, HODECO officially inaugurated the pickleball court complex at The Light City. Alongside existing tennis courts, Olympus Park, and the swimming pool, this new facility expands the sports and leisure space, elevating living standards for future residents and the surrounding community.
This dual focus on infrastructure, amenities, and legal processing underscores HODECO’s synchronized development approach to realize its goal of turning The Light City into a modern, fully integrated urban destination.
Targeting a New Sales Launch in 2026
Spanning approximately 49 hectares along Chi Lang Street, Phuoc Thang Ward, Ho Chi Minh City, The Light City features low-rise housing, apartments, and integrated lifestyle amenities.
Currently, the HCMC Department of Agriculture and Environment is expediting the specific land valuation process to determine land-use fee obligations for the approximately 2.7-hectare parcel previously approved for land-use conversion. This step is critical for HODECO to fulfill its financial duties, finalize remaining legal requirements, and bring Phase 1 units to market in compliance with statutory regulations.
Backed by these positive developments across legal status, infrastructure, and amenities, HODECO is finalizing preparations for its next sales launch expected within 2026, offering approximately 100 units with an estimated total value of VND 1,000 billion.
