On November 29, the Ho Chi Minh City Construction Science and Technology Association (HCMCONS) was officially launched following its consolidation from three localities (Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong). This organization aims to become a focal point for mobilizing experts and technology to accompany the Ministry of Construction and Ho Chi Minh City in the sustainable "megacity" development strategy.

The 1st Congress of Delegates of HCMCONS took place with the participation of 187 official delegates, marking a historic turning point that integrates the strength and resources from three key localities: the Binh Duong Province Construction Association, the Ba Ria - Vung Tau Province Construction Association, and the Ho Chi Minh City Construction Science and Technology Association.

The Congress elected an Executive Committee comprising 53 members. Mr. Doan Huu Thuan – Chairman of the Board of Directors of Ba Ria - Vung Tau House Development Joint Stock Company, was elected as Vice President; Mr. Doan Huu Ha Vinh – Deputy General Director of the Company, was elected as a Member of the Executive Committee.
